GIS Technician (Natural Gas), York County Natural Gas Authority - Rock Hill, SC

GENERAL STATEMENT OF JOB

Under direct supervision, the primary responsibilities include assisting in editing, analyzing, and developing the Authority's geographical information system (GIS) data as well as integrating this data with the Authority's customer databases and constructing network models using ESRI software; using advanced geospatial technologies to analyze, visualize, and interpret data pertaining to natural gas infrastructure; maintaining accurate and current geographic information systems (GIS) data, creating maps, and offering support to various departments within the organization. This position reports to the GIS Administration Supervisor.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Performs all aspects of the job in an ethical and legal manner that best represents the values and policies of York County Natural Gas Authority.

  • Adapt, prepare, digitize, analyze and maintain GIS and GPS data using ESRI ArcGIS Desktop, Spatial Analyst, and other software products and custom applications related to ESRI.
  • QA/QC and conflation of GIS data to correct any existing errors and/or omissions to help maintain data/database integrity.
  • Analyze the Authority & third-party inspection data being captured to identify trends and patterns
  • Utilizes AutoCAD (occasionally) to convert CAD files for importation into ESRI mapping for updating or adding new subdivisions and other related project drawings.
  • Assists with printing maps and drawings periodically for distribution to Management and Operations personnel.
  • Prepares special drawings, tabular reports and/or presentations as required. Assists others with presentations using Power Point, maps and other visual aids.
  • Assists with setup and maintenance of long term GPS data and collection projects to improve system records.
  • Develops custom GIS tools and applications to automate repetitive tasks and enhance workflow efficiency.
  • Assists with technical support and training to end-users, ensuring the effective utilization of GIS tools and applications.
  • Attends meetings, conferences, and workshops related to the geospatial and utility industry, as necessary.
  • Performs other duties as required. The above duties and responsibilities may apply to PEG facilities as directed.

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of ESRI software and related Windows based extensions.

  • Working knowledge of AutoCAD for Windows and Python scripting for GIS automation; portable global positioning system (GPS) devices and data interchange with PC’s.
  • General knowledge of procedures related to the installation and maintenance of natural gas facilities.
  • Able to design, train, update and publish ESRI Web maps for employees and contractor use.
  • Able to prepare work orders and generate reports from various databases.
  • Able to integrate complex GIS and non GIS databases to support business needs.
  • Able to interpret complex data sources using strong analytical skills.
  • Detail-oriented with the ability to prioritize tasks and manage multiple projects.
  • Able to work collaboratively in a team with internal and external departments or independently with minimum supervision.

MINIMUM TRAINING AND EXPERIENCE

  • An Associate’s Degree in Geography, GIS, Geospatial Science, Engineering, or related technical field is required.

  • Proficiency in ESRI ArcGIS Desktop, Spatial Analyst, and other GIS software and practical work experience with increasing responsibility in a GIS related field with ESRI is required.
  • Preference is given to candidates possessing a Bachelor’s Degree in Geography, GIS, Geospatial Science, Engineering, or related technical field with classes in Information Technology (ie. Python or GIS related).
  • Preference is given to candidates familiar with ArcGIS Pro, proven ability to develop and maintain forms in ArcGIS Survey 123 & Field Maps, and with experience with ArcGIS Mobile Applications.

Cathodic Protection Technician I, York County Natural Gas Authority - Rock Hill, SC

GENERAL STATEMENT OF JOB

Under limited supervision, is responsible for protecting the Authority’s steel piping and below ground facilities, utilizing Cathodic Protection and industry accepted methods. Performs these services for Patriots Energy Group (PEG) as well, covering four counties for both distribution and transmission systems. This position reports to the Director of Engineering.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Performs all aspects of the job in an ethical and legal manner that best represents the values and policies of York County Natural Gas Authority.

  • Helps maintain the electronic warehouse and CP equipment inventory to keep adequate and appropriate materials on hand.
  • Designs, specifies, installs, and maintains galvanic anode systems, stray current mitigation equipment and appropriate test stations.
  • Specifies materials and equipment to be used in monitoring the Authority’s CP system.
  • Troubleshoots areas of inadequate protection, using specialized test equipment and occasional outside service groups as necessary, to restore systems to adequate protection.
  • Organizes, reads and maintains electronic records of CP test stations and rectifier readings across the service territory to ensure compliance with Federal minimums.
  • Meets with State Regulatory enforcement personnel traveling to various field locations to read test stations and rectifiers. Assists in
  • Regulatory inspections of Authority records.
  • Stays abreast of Subpart I (Requirements for Corrosion Control) of the DOT Part 192 Federal Regulatory code as it relates to protection of buried steel pipelines.
  • Assists in Operation and Maintenance training classes for Authority employees - as such training relates to Cathodic Protection and/or coating testing & repairs for steel gas lines.
  • Ensures the Authority and applicable personnel are following Operations and Maintenance (O&M) requirements as it relates to protection of
  • buried steel transmitting natural gas.
  • Acts as liaison with Carolina Gas Transmission (CGT), Williams Gas Pipeline (Transco) and other foreign pipeline organizations regarding periodic CP testing and issue resolution at crossing locations.
  • Develops CP related projects and oversees contract labor to properly install CP facilities.
  • Budgets for CP improvements and interfaces with Authority employees for issues found.
  • Maintains appropriate maps and schematics of the Authority’s and PEG’s cathodic protection systems to document their placement and relevant details such as tie-ins and isolation points.
  • Trains entry level Cathodic Protection assistants with practical field experience and hands on application of CP technical skills. Trains Authority employees in proper “pipe to soil” potential readings for exposed pipe.
  • Responsible for coordinating new CP installations for new and maintenance projects, as well as responsible for completing a sketch of the new additions to add them to the Authority’s mapping system.
  • Assist with integrity management tasks such in line inspection tool launching and receiving; preparing and maintaining all required paperwork, records, and files.
  • Oversees the Authority’s meter inspection program (atmospheric corrosion), by reviewing completed inspections and manages meter inspection work orders to ensure they are completed on time, to certify the Authority maintains compliance.
  • Maintains company vehicle in a clean and orderly condition, inside and out, on a daily basis.
  • Responsible for monitoring all Company provided communication resources to ensure information is received and handled appropriately (email, bulletin boards, intranet).
  • Attends and properly engages in all employee meetings and training as scheduled.
  • Maintains all Operator Qualifications pertaining to all job related activities according to OQ schedules.
  • Performs other duties as required. The above duties are performed for PEG facilities as necessary.


WORKING CONDITIONS

This is medium work requiring the exertion of up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and a light amount of force constantly to move objects; work requires grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, clearly and quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards and atmospheric conditions.


KNOWLEDGE, SKILLS AND ABILITIES


Thorough knowledge of all federal and state codes pertaining to natural gas particularly as it deals with cathodic protection systems; considerable knowledge of computer hardware and software applications; considerable knowledge of electricity, electronics, electrochemistry, corrosion and CP theory; general knowledge of gas meters, measurement and measuring equipment; considerable knowledge of cathodic protection procedures and trouble shooting techniques; ability to plan, organize, schedule and supervise technical project work with outside parties; ability to establish and maintain effective working relationships with fellow employees and the general public.

MINIMUM TRAINING AND EXPERIENCE

  • An Associate’s Degree with 3–5 years of related prior experience in the natural gas utility industry is required.

  • National Association of Corrosion Engineers (NACE) certification (Level 1) is required.
  • A Bachelor of Science Degree in electronics, engineering or computer science is preferred.
  • Continuing education through NACE approved course work is desirable.
